Hart '~i~ ORDINANCE determining to proceed with, and leVYing and assessi~jg '~pecial tax to pay the cost and expense of improving Parkside Drive from Lake EVenue to Lake Erie by paving same with brick, or bit~ainous concrete, or sheet asphalt, or ~tulithlc, or cement concrete, doing any and all grading, draining and curbing incidental and necessary thereto, aut~orlz½~g the ~ayor and Director of F~nance to issue bonds in s~m of $13,9~.00 in anticipation of the collection of said special the t~x to provide a fund for the payment of the portion of the cost and expense of said improvement for which said special tax is levied. BE I~ ORDAINED by the Council of the City Of Layewood, State of Ohio, three-fourths of all members thereof concu~ring, , Sec%ion ~:~ That i~ ie hereby determined to proceed with the improve- ment Of Parkside Drive from Lake Avenue to Lake Erie by paving same with brick, or bituminous concrete, or sheet asphalt, or bitulithic, or cement concrete, doing any and all grading, drai~ning and curbing incidental and necessary thereto. in accordance with Resolution No.~ 1981 passed April 3, 1922 and in aCcOrdance with plans, specifications, estimstes and profiles here- ~ofore approved and now on file in the office of the Director ef Public Works.~ Section;2:: That all claims for damages resulting from said improve~ merit Shall be judicially inquired into after the complet'ion thereof, and thaC the Directo~ of Public Works be and he is hereby autho~rized and directed to enter into contract for said improvement' in the manner provided by law, which improvement, in accordance with Article 15, Section 16 cf the Charter.has been estimated by the Director of Public WOrks ~o have a life of 20 years. Section 31, That for the purpose oi' paying the cost and expense of said improvement there is hereby levied and assessed a special tax upon the several lots and parcels of land designated in and in accordance with Estimated Assessment No, ~02 as made for that purpose by the Director o~ ~inance and recommended to this Council by the Board of Revision ~f Assessments.~ Said estinm~.ted assessment was made on the basis of special benefits conferred by said improvement on the several parcels of land therein described and the same is herein confirmed, adopted and approved,~ Section 4b That ~he owners of the several l~ts or parcels of land in- cluded, in said assessment ~hall pay the amounts from them severally due as shown by Column No~ 3 of said Estinmte~d Assessment No~, ~02 to the 0it~ Treasurer on or before thirty days fro {he date of the passage of ~his Ordinance, at their opZion, and in deimult thereof said special assessment wi~h interest at the rate of ~per centum per annum, upon deferred payments, shall be payable to the County Treasurer in 9 annuaI~ installments with the regular taxes ~f 1922 to 1930 botl. inclusive, Section ~:. That to provide a fund for the ~%%:,~Hg..~E:the portiion of the cos~ and expense for which the special asses~i.~ent herein is levisd for said improvement, The Mayor and Director of Finance be snd they a~'~ hereby authorized to issue 9 bonds ~f the City of Lakewooa, Ohio in ~he.aggregate sum of ~13,986.00 of which bondsone bond in the sum of $1,$%$.00 shall be due and payable on October l, 1923 znd one bond in the sum of $1,~4.00
