ORDINA~O~ ~0. 3380 i~ Mr. Spanu~ An emergency ordinance to regulate She solicitation of persons to become members ~f a corpQration~ association or organization which purports to provAde protection of ar~ kind ts the ~em~erS sr to fix the price to be charged for services or eozznsdities furnished to the public. ~hereas, Sertain persons from time to ~ime h~ve engaged in the ei~ in soliciting persons to become members or become associated with a corporation, association or organization which purports t~ provide protection for persons engaged in business i~ the cityand to fix prices for the Bervioe to be rendered or the commodity to be ~old to the publics and such solicitation is of such character as to Become a nuisance and detrimental to the public peacee safety and ~eneral welfa~e~ and by reason thereof an emergency exists for the mmediate preservation of the public peace and ~afety, TKEREFOREBE IT ORDAI1TEDBY THE COUNCIL 02 THE OITY OF LAEE- WOOD~ STATEOF OHI0$ Section 1. Any person in the city ef Lakewoed ~esiring to sell. tit members for any corporation, association or m-gahization, whic~ purports or promises to furnish serTlce er protection of any kind to members, or to fix the price to be charged for service or commodi- ties furnished or sold to the pub!ic~ shall first procure from the Chief of Police a permit to engage in such solicitation in the city, Application for such permit shall be made in writing and shall state the name, address, ch~aeter and purpose of the concern for which such solicitation is to be~ade, and the name, age, address, charac- ter and description of each solicitor to be engaged in such work,and such other iSformation as the Chief of Police may require. The Chief Of Police may refuse such application if any misrepresentation is made in connection therewith er if he ~s reason to believe that such solicitation will be detrimental to the peace and general welfare and safety cf the publiC. Such solicitation in the city of Lakewood without a permit from the Chiefof Police is hereby prohibited. Section 2. ~fhoever, either orally or by written or printed eom- munication, maliciously and wtlfully threatens ts b~rn, injury er ~destroy a building or other property of another with the intent the~s by to extort meney~ goods, clmattele or anything of value, or threat- ens injury to any person, person to become a member ef any ~orporation, association or ~rganiza rich, which purports or promises te provide protection of ~ny kind to its members or to fix prices for services furnished or commodities sold to the public and with the intent to induce any person to become a member of or associated with any such concern or with the intent to compel him to do an act against his wlll~ shall he guilty of misdemeanor. Section S. If any portion of this ordinance shall be held a court of competent Jurisdiction to be invalid for any reason, such holding shall net affec~ any other portion of the ordinance and all other portions of the ordinance Sl~ll be and remain in full f~roe ~nd effect,
