Any person in the city ef Lakewoed ~esiring to sell. <br />tit members for any corporation, association or m-gahization, whic~ <br />purports or promises to furnish serTlce er protection of any kind to <br />members, or to fix the price to be charged for service or commodi- <br />ties furnished or sold to the pub!ic~ shall first procure from the <br />Chief of Police a permit to engage in such solicitation in the city, <br />Application for such permit shall be made in writing and shall state <br />the name, address, ch~aeter and purpose of the concern for which <br />such solicitation is to be~ade, and the name, age, address, charac- <br />ter and description of each solicitor to be engaged in such work,and <br />such other iSformation as the Chief of Police may require. The Chief <br />Of Police may refuse such application if any misrepresentation is <br />made in connection therewith er if he ~s reason to believe that such <br />solicitation will be detrimental to the peace and general welfare <br />and safety cf the publiC. Such solicitation in the city of Lakewood <br />without a permit from the Chiefof Police is hereby prohibited. <br /> <br /> Section 2. ~fhoever, either orally or by written or printed eom- <br />munication, maliciously and wtlfully threatens ts b~rn, injury er <br />~destroy a building or other property of another with the intent the~s <br />by to extort meney~ goods, clmattele or anything of value, or threat- <br />ens injury to any person, <br />person to become a member ef any ~orporation, association or ~rganiza <br />rich, which purports or promises te provide protection of ~ny kind <br />to its members or to fix prices for services furnished or commodities <br />sold to the public and with the intent to induce any person to become <br />a member of or associated with any such concern or with the intent <br />to compel him to do an act against his wlll~ shall he guilty of <br />misdemeanor. <br /> <br /> Section S. If any portion of this ordinance shall be held <br />a court of competent Jurisdiction to be invalid for any reason, such <br />holding shall net affec~ any other portion of the ordinance and all <br />other portions of the ordinance Sl~ll be and remain in full f~roe <br />~nd effect, <br /> <br /> <br />
