Dawson <br /> <br /> AN EMERGENCY ~EDINANCE prohibiting the exhibition and mainten- <br />ance in the City of Lakewood of slot or vending machines, marble skill <br />machines, ball amusement ~achines and puzzle amusement machines. <br /> <br /> · HEREAS, an emergency has arisen for the controlling of slot <br />or vending machines, marble skill machines, ball amusement machines and <br />puzzle machines purporting to be amusement machines in connection with <br />t~e Ye~d~ng of m~rchandize and to provide for the usual daily Operation <br />o£munxcipal depart~snts~ and, <br /> <br /> ~HEREAS, this council is of the opinion that these ~achines as <br />?on~tructe~, operated and exhibited, and intended to be operated, are <br />aevx~ which increase and stimulat~ the gambling instinct of receiving <br />some~nxng ~or nothing, or more for less' and are in 8uch contravention <br />of sound public policy as t° come within the law relating to gambling <br />and exhibAtion of gambling devices, <br /> <br /> NO~, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />LAXE~OOD, OHIO, T~O-THIRDS OF ALL MEMBERS T~LEREOF cONcuRRISG~ <br /> <br /> ~ection 1. It shall be unlawful for any person to exhibit or <br />maintain, or cause or permit to be exhibited or maintained in the City <br />of LakewSod, an~ machine, device or instrument which maybe operated by <br />the use of a coxn, token~slug, disk, marble, ball or puzzle, whether <br />saidmachine, device or instrument purports to Vend or distribute mcr. <br />chandise, or to furnish recreation or amusement, if said machine, device, <br />or instrument, when so operated, returns or distributes more or less <br />merchandise then it purports to return or distribute, or returns or <br />distributes one or more coins, tokens, slugs, disks, marbles, balls or <br />o~herarticle, or if such machine or ~eviCe, when used or played, records <br />or tabulates a score, number or mark, which is used for obtaining mer- <br />chandise or other articles. <br /> <br /> Any violation of this ordinance shall be punishable, upon con- <br />vi~t~on, by a fi~.e not exceeding one hundred dollars and each day's <br />exhibition or maintenance of such machine shall constitute a separate <br />offense. <br /> <br /> Section 2. This ordinance is hereby declared to be an emergency <br />measure for the reasons stated in the preamble hereof and shall go into <br />e~fect ~ediately upon its passage and approval. <br /> <br />Adopted: July 20. 1956 <br /> <br />_~, H.
