RULE 9~ - RULE 96- =age 15. The Director of Public Works reserves the right to shut off the supply of water temporarily for the purpose of detecting leaks, making repairs or neotions with pipes without giving notice of the intention to do soand with- out bein~ held responsible for any damage that may result From such stoppage of supply. The City of Cleveland in its contract ~th the City of Lakewood reserves the right to discontinue the supply of water to the said City of Lakewood whenever it shall bee~me necessary to do so, for the purpose of making repairz or connections in all emergency casee$ -.~P~REFOR~, the City of Lakewcod shall not be held responsible or liable to the consuumers cf said city'or any person or persons tak~n~ water through -iDes connected with any of ~he said 'eiiy's pipes,, for any action of the City of Cleveland official~ under the nrovisiona of said contract, nor shall the _irector of Yub!ic -7orks of the sai~ City be held responsible for any damages for i~bility to supply water to the consum- ers of Lakewood, caused by breakage or service or main or by causes beyond the control of the City of Lamewoo~. ~DYER RESPONSIBLE FOR ~O~EE: _ I~ all cases where any servant, employee, apprentice er minor shall be gmilti of any violation of the provisions of the rules of the Water Department, or a~ ordinancespertainin§ thereto for the r~anagement and protection ortho City Water Department, the master, mistress, eu~p_loyer, parent or guardian of such person shall be held responsible for such violation, as well as the person cc.w~!tting the offense. If any consumer, owner or tenant shall refuse or ue~!ect to pay the water rent, Renalty or meter~epair charge when due, or violate any rules of the Water DeparSment, the wa~er supply may be turned off and not turned on until neW.application is made, all rules are complied with, all arrears and damages and ~1.00 turn-on fee to cover cost cf labor of turning off and turning on~ are paid. WATER L~INS UI~DER CONTROL OF DIRECTOR OF PUBLIC The water mains of the department are under the exclusive eomtrol of the Director of Public ~ork~ and his authorized agents and employees. All other persons are forbidden to diet-arb, tap, change, obstruct access to'or in~erfer¢ withthem in any way, except these persons authorized to de'work' under'con- tract and under direetiom of the Directo~ of ?mblio Works or as may be author- ized under contract for supply of water witch the City of Cleveland. All ordinances, by-laws, rules and regulations or parts thereof, heretofore ~ade, passed and adopted and now in fores, wkich are in conflict with this ordinance and rules andregulations, shall be and are hereby repealed. If any one or more of the foregoing rules are znconsistent with or in con- flict with the laws of the State of Ohio~ such inconsistent or conflicting rule shall not effect the validity of the remaining rules herein set forth. The ~uperinteude~t of the Water Department and the Director cf Public ~crks sha.ll determine ~v~hether the City shall fur- nish and own such meters, or whether the consumer shall install same at his
