The ~'irector of Public Safety shall keep a Journal in which he shall enter all applications for licenses hereunder and all rulings made by him in connection therewith, In the event of any rejection or re- fUSal of an application or of the revocation or suspension of any license he Shall enter such fact. state in detail the grounds upon which such ruling was made and note the fact of service of notice of such ruling upon the applicant or licensee and the date when it was made. Any applicant or licensee whose interests are adver~sely a£fected by any such ruling within five days after notice thereof may dew ~and a hearing, at which he may be represented by counsel, and introduce 'and ~ake a record of the proceedings.
