- 2 "(1) whoever operates or drives a motor vehicle upon a street or highway, disglaying thereon a distinctive number or identification mark which is fictitious, or which is a aousxtsrfeit or an unlawfully made copy of ate distinctive number or identification mark, or which belongs to another vehiole, the ownership of which has been transferred after initisl regis- tration under such number or mark, or whoever being a resident of the State' of Ohio, operates or drives a motor vehicle upon the street or highway dis- playing thereon a distinctive number or identification mark issued by or under the authority of another State without complying xith the laws of Ohio relating to the registration and identification of motor vehicles, shall - be fined not .lass than twenty :five dollars aor more than three hundred dollars. 'Each separate means o£ application shall apply ~ brake or brakes effectively on at least taro wheels and each of which shall - suPfioe to stop the vehiole within a distenae of ~2 feet at a speed of 20 m•p.hj Said. ~2 fast is hereby determined to mean 22 feat reeation time and 30 feet braking time, All such brakes shall be maintained in good working order and the Chief o£ Police or any member of the Polioa Department may at auy time inspect or cause an inspeotioa to be made of the brakes on any motor vehicle on a public highway, and may, if such brakes do not conform to the provisions of this section, require the driver thereof to drive said vehicle forthxith to a place where the same may be repaired or if the driver is sot the asner thereof, require said - driver to return the vehiole to the custody of tha"awner, and it shall thereafter be unlawful for said vehicle to be driven on the streets of the City of Lakewood, sa..aept that nothing contained herein shall prohibit said vehiole from being driven to a garage for the purpose of being repaired. All tests made under the provisions of this section shall be made on a dry, hard,. level road free from ose matarisl.'~ k be and it - hereby amended to read ae follows: e(p) Ev ~ koroyole and biayele vrith motor attached, xhsn operated upon s street or highaay shall be .provided with at least one adequate brake, which may be operated by: t~+nd or foot. Every other motor vehiole,,,,y1en operated on the streets of the City of Lake- wood shall be equipped with brakes adequate to control the movement of end to atop and hold such vehiole, including two separate means or appiyix,a .the brakes, each of which shall be effective to apply the brakes to at least two wheels. Each separate means of app'~,~tion shall apply a brake or brakes effectively and in such manner that each brake shall auf`fica to stog the vehicle within a distance of 30 feet at a speed of twenty miles per hour. All brakes so required shall be maintained in good order and repair and the Chief of Police or say member of the Division of Police may at arty time inspect or cause an inspection to be made of the brakes oa any motor vehicle on s street or highway within the City of Lakewood and may, if such brakes do net conform with the provisions of this section, require the driver thereof to cause said brakes to be repaired before operating said vehicle on eny street ar highway."
