ORDI~A~CE NO. 4798 BY M~. Vickery AN ~RGENCY ORDINANCE adopting Rules of Order of the Council of the City of Lakewoodo ~lq~J~REAS, Article III, Section 5 of the Charter provides that the Council shall determine its own rules and order of business, and WHEREAS, this ordinance constitutes an emergency, in that in order to comply with the provisions of the Charter and to provide the Rules of Order for the present Council, it is necessary to act forthwith, and in that this ordinauce provides for the public welfare and the usual daily operation of a m~m~icipal department, now, therefore~ BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAIO~OOD, STATE'OF OHIO: Section 1. That this Council hereby determines m~d adopts its own rules and order of business as follows: "RULE I "CONDUCT OF PROCEEDINGS "All meetings of Council shall be called, held and conducted as pre- scribed by (a) the Charter of the City of Lakewood; (b) the ordinances and resolutions of the City of Lakewood; and (c) the rules hereinafter set forth. The Council may, by a two-thirds vote of the members elected thereto, suspend the operation of any rule or rules, either as to any meeting or any measure pending before it. Except as above otherwise provided, the proceedings of Council shall be governed by Roberts Rules of Order~ ,,RULE II "OFFICERS OF COUNCIL "At the first meeting in January following a regular mnnicipal election, or as soon thereafter as may be, the Council shall elect in addition to a president, one of its members Vice-President. In the absence of the President, the Vice-President shall have his powers and perform his duties° In the absence of both the President and Vice- President, the member of Council present who has the longest consecu- tive tenure of office shall preside. The presiding officer shall have right to participate in the proceedings and to vote identical with that of all other members of Council. "C0~ITTEES "At no later than the first regular meeting of the Council after its organization, the President of Council shall appoint Standing Committees on the following named subjects: 1. Finance, Claims and Accounts. 2. Rules and Ordinances. 3. Utilities and Transportation. 4. Traffic and Safety. 5. Recreation° 6, Ci~ Property and Public Improvements° 7. City Departments. 8. Hospital. 9. Zoning and Planning. "The President shall also appoint all other co~mnittees, which the Council shall not vote to elect. "All Council Committees shall consist of two members of Council~ unless otherwise determined by a vote of Council or ~ the President.
