Vickery <br /> <br /> AN ~RGENCY ORDINANCE adopting Rules of Order of the Council of the City of <br />Lakewoodo <br /> <br /> ~lq~J~REAS, Article III, Section 5 of the Charter provides that the Council shall <br />determine its own rules and order of business, and <br /> <br /> WHEREAS, this ordinance constitutes an emergency, in that in order to comply <br />with the provisions of the Charter and to provide the Rules of Order for the present <br />Council, it is necessary to act forthwith, and in that this ordinauce provides for <br />the public welfare and the usual daily operation of a m~m~icipal department, now, <br />therefore~ <br /> <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAIO~OOD, STATE'OF OHIO: <br /> <br /> Section 1. That this Council hereby determines m~d adopts its own rules and <br />order of business as follows: <br /> <br /> "RULE I <br />"CONDUCT OF PROCEEDINGS <br /> <br /> "All meetings of Council shall be called, held and conducted as pre- <br />scribed by (a) the Charter of the City of Lakewood; (b) the ordinances <br />and resolutions of the City of Lakewood; and (c) the rules hereinafter <br />set forth. The Council may, by a two-thirds vote of the members elected <br />thereto, suspend the operation of any rule or rules, either as to any <br />meeting or any measure pending before it. Except as above otherwise <br />provided, the proceedings of Council shall be governed by Roberts Rules <br />of Order~ <br /> <br /> ,,RULE II <br /> "OFFICERS OF COUNCIL <br /> <br /> "At the first meeting in January following a regular mnnicipal <br />election, or as soon thereafter as may be, the Council shall elect in <br />addition to a president, one of its members Vice-President. In the <br />absence of the President, the Vice-President shall have his powers and <br />perform his duties° In the absence of both the President and Vice- <br />President, the member of Council present who has the longest consecu- <br />tive tenure of office shall preside. The presiding officer shall have <br />right to participate in the proceedings and to vote identical with <br />that of all other members of Council. <br /> <br />"C0~ITTEES <br /> <br /> "At no later than the first regular meeting of the Council after <br />its organization, the President of Council shall appoint Standing <br />Committees on the following named subjects: <br /> <br />1. Finance, Claims and Accounts. <br />2. Rules and Ordinances. <br />3. Utilities and Transportation. <br />4. Traffic and Safety. <br />5. Recreation° <br />6, Ci~ Property and Public Improvements° <br />7. City Departments. <br />8. Hospital. <br />9. Zoning and Planning. <br /> <br /> "The President shall also appoint all other co~mnittees, which the <br />Council shall not vote to elect. <br /> <br /> "All Council Committees shall consist of two members of Council~ <br />unless otherwise determined by a vote of Council or ~ the President. <br /> <br /> <br />
