ORDINANCE NO. 4799 BY Mr. Vickery <br /> <br /> AN ~RGENCY ORDINANCE authorizing and directing the Director of Finance <br />to pay Northwestern University the sum of $600.00 on account of the tuition of Ben <br />Ho Sloane for the Spring Traffic Police Administration Course. <br /> <br /> ¥~LEP~EAS the solution, in whole or in part, of traffic problems iu Lakewood <br />are considered and hereby declared to be in the public interest; and <br /> <br /> V~P~REAS Northwestern University has heretofore given aid to the City in <br />traffic matters and, beginning on or about February ?, plans to conduct a 4-1/2 <br />months Traffic Administration Course for police officers, in connection with which <br />the University has granted Fellowships and other aids to those interested who have <br />qualified therefor by the taking of the prescribed tests and examinations therefor$ <br />and <br /> <br /> WHEREAS Patrolman Ben H. Sloane of the Division of Police has disclosed <br />his interest in and qualifications for such course by passing the required tests <br />and has been granted a Fellowship entitling him to a credit of $650°00 on account <br />of the total tuition of $1,250.00; and <br /> <br /> WHEREAS this ordinance constitutes an emergency in that action with re- <br />spect to said Course must be effective prior to February 7, and in that this ordi- <br />nance provides for the public welfare and safety and the usual daily operation of <br />a municipal department; NOW, THEREFORE, <br /> <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section lo The Director of Finance is hereby authorized and directed to <br />pay Northwestern University the sum of Six Hundred Dollars ($600.00) on account of <br />the tuition of Patrolman Ben H. Sloane in attending the Spring Traffic Police Ad- <br />ministration Course to be conducted by the University and to charge same to Appro- <br />priation No. 3265 - General Hiscellaneous. Said expenditure is hereby determined <br />and declared to be for a public purpose. <br /> <br /> Section 2. This ordinance is hereby declared to be an emergency measure <br />for the reasons stated in the preamble hereof, and, provided it receives the affirm- <br />ative vote of two-thirds of all members elected to Council, it shall take effect and <br />be in force immediately upon its adoption and approval by the Eayor. <br /> <br />Adopted: <br /> <br />January 21, 1952 <br /> <br />George F.
