Section t03~ No passenger type vehicle shall be operated on any street with <br />any load carried thereon extending more than six inches beyond the line of the fenders <br />on the left side of such vehicle. <br /> <br /> Section 102. No vehicle shall be driven or moved on any street uuless such <br />vehicle is so constructed or loaded as to prevent any of its load from dropping, <br />sifting, leaking or otherwise escaping therefrom except that sand or other substance <br />may be dropped for the purpose of securing traction, or water or other substance <br />may be sprinkled on a street in cleaning or maintaining such street. <br /> <br /> Section 105. (a) V~hen one vehicle is towing another t~he drawbar or other <br />connection shall be of sufficient strength ~o pull all weight towed thereby and said <br />drawbar or other connection shall not exceed fifteen feet from one vehicle to the <br />other except the connection between any two vehicles transporting poles~ pipe, <br />machinery or other objects of structural nature which cannot readily be dismembered, <br /> <br /> (b) Vlhen one vehicle is towing another and the connection consists only of a <br />chain, rope, or cable, there shall be displayed ~on such connection a white flag or <br />cloth not less than twelve inches squaree <br /> <br /> (c) In addition to such drawbar er other connection, each trailer and each <br />semi-trailer wb. ich is not connected to a commercial tractor by means of a fifth wheel <br />shall be coupled with stay chains or cables to the vehicle by wh~ch it is being drawn, <br />which chains or cables shall be of sufficient size and strength to prevent parting <br />from the drawing vehicle, should the drawbar or other connection.break or become <br />disengaged, provided however, that in the case of a loaded pole trailer the connecting <br />pole to the drawing vehicle shall be ¢oupledto the drawing vehicle with stay chains <br />or cables of sufficient size and strength to prevent parting from the drawing vehicle. <br /> <br /> (d) Every trailer or semi-trailer, except pole and cable trailers and pole and <br />cable dollies operated by a public utility as defined in Section 5415 of the General <br />Code shall he equipped with a coupling device which shall be so designed and constructed <br />that the trailer will follow substantially in the path of the vehicle drawing it with- <br />out whipping or swerving from side to side. <br /> <br /> Section 106. No person shall operate a vehicle, except a bicycle, within the <br />sidewalk area except at a permanent or temporary driveway, provided however, that the <br />Director of Public Safety,ay issue a permit to any property owner for periods of the <br />year when it is desired to perform building operations thereon er when it is desired <br />to back coa!trucks onto the sidewalks while dumping coal into coal-holes located in <br />the sidewalk area in the re~Llar course of business. Such permit may be issued con- <br />ditioned ou the agreement of the permit holder to save the city harmless from guy <br />and all damages resulting from such use of the sidewalks. A fee of fifty cents shall <br />be charged for such permit to cover the city's expense of inspection and supervisione <br /> <br /> Section 10To No person shall drive or operate or cause to be driven or operated, <br />any commercial car, trailer or semi-trailer, used for the transportation of goods or <br />property, the gross weight of which, with lead, exceeds three tons, upon the streets <br />of the City of Lakewood muless such vehicle is equ~ppedwith suitable metal protectors <br />er substantial flexible flaps on the rear-most whe~ls of such vehicle or combination <br />of vehicles to prevent as far as practicable such wheels from throwing dirt, we~ter or <br />other materials on the windshields of following vehicles; such protectors or flaps <br />shall have a ground clearance of not more than one-fifth of the distance from the <br />center of the rear-most axle to the center of the flaps under any conditions of l~ad- <br />lng of the motor vehicle, shall be at least ~s wide as the tires they are protecting; <br />provided, however, that if the motor vehicle is so designed and constructed that the <br />above requirements are accomplished by means of fenders, body construction or other <br />means of enclosure, then no such protectors or flaps shall be required; and further <br />provided that rear wheels not covered at the top by fenders, bodies or other parts of <br />the vehicle shall be covered at the top ~y protective means extending at least to the <br />centerli~e of the rear-most axle~ <br /> <br /> Any person found guilty of a violation of this section shall, upon conviction <br />thereof, be fiued not more than twenty-five dollars. <br /> <br /> Section 108o ~oever, being the owner or operator of a motor vehicle, trailer <br />or semi.trailer~ the manufacturer thereof, or dealer therein fails to have the dis- <br /> <br /> <br />
