Section 11. This ordinance is hereby declared to be an emer- <br />gency measure for the reasons stated in the preamble hereof, and pro- <br />vided it receives the affirmative vote of two-thirds (2/3) of all mem- <br />bers elected to Council, it shall take effect and be in force immedi- <br />ately upon its adoption and approval by the Mayor. <br /> <br />Adopted: August 17, 1978 <br /> <br />Thomas C.
