Fahrenbach, Fairgrieve, <br /> GaYdos, Gottermeyer, <br /> Lawther, Ward, <br /> Chockley. <br /> AN EMERGENCY ORDINANCE determining to proceed with the con- <br />struction of a sewer in Webb Road, between Detroit Avenue and <br />Clifton Boulevard. <br /> WHEREAS, Article V, Section 3 of the Charter-of the City of <br />Lakewood requires that council shall by ordinance determine whether <br />public improvements shall be made by direct employment 0f labor and <br />the purchase of the necessary supplies and material, or by contract, <br />and <br /> WHEREAS, Up0n considerati0n thereof, this council determines <br />it to be in the best interests of the City of Lakewood to construct <br />a sewer in Webb Road, between Detroit Avenue and Clifton Boulevard, <br />by contract rather than by direct emp10yment of labor and the pur... <br />chase of supplies and material, and <br /> WHEREAS, This council considers it in the interests of the <br />City of Lakewood that the contract be entered into at the earliest <br />possible time, and designates this ordinan¢e as necessary for the <br />immediate preservation of the public peace, property, health or <br />safety, now, therefore, <br /> BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE <br />OF OHIO: <br /> Section 1. That council determines that the construction <br />of a sewer in Webb Road, between Detroit Avenue and Clifton Boulevard, <br />shall be done by the department of public works by contraet rather <br />than by the direet employment of labor and the purchase of the nec- <br />essary supplies and material. <br /> Section 2. That this ordinance is hereby declared to be an <br />emergency measure for the reasons stated in the preamble hereof, <br />and provided it receives the affirmative vote of two...thirds of all <br />members elected to council, it shall take effect and be in force <br />immediately upon its adoption and approval by the mayor. <br />Adopted: March 2. 1959 Thomas C.
