The general purposes and intent of the City in adoption ef this Street Plan are2 as To provide a convenient street system to effectively serve the traffic generated by the apartment develop- ments an8 to facilitate the flow of traffic through and aro~d the area, and To solve the traffic problems for each apartment in the Estates Area so that Edgewater Drive need never be ex- ten~ed through the area to Nicholson Avenue, and c. To control locations and number of intersections with Lake Avenue, and d. To provide frontage on a public street for land zoned for apartment use, and e. To eliminate extremely long private drives on which traffic and parking ca~not be effectively regulated, and f. To avoid uncoordinated development of the "Estates Area". Section 2. The existing or proposed streets, or portions of existing er proposed streets, designated on the Street Plan for the Estates Area, which is attached hereto and marked "Exhibit'A", are hereby declared te comprise the Street Plan for this sectienof the City. Section 3. The public streets designated on such exhibit,, and no other, shall be developed and maintained in accordance with right- of-way and pavement w~dth designated thereon. Section $. No portion ef any residential building shall be erected closer than designated on the map, unless shoe otherwise on the zone map.
