-2- <br /> <br /> "Shall the proposed amendment of Article XIV, <br />Section 3 of the Amended Charter of the City of hakewood= <br /> <br />"~nen it is deemed necessary to make a public <br /> improvement to be paid for in whole or in part <br /> by special assessment, the Council shall declare the <br /> necessity thereof by resolution, and such resolution <br /> shall include the method of assessment, the <br /> mode of payment, and the number of annual in-. <br /> stallments. Such resolution shall thereupon be cer- <br /> tified to the Director of Finance, who shall there- <br /> upon proceed to make an assessment report, in <br /> accordance With the method of assessment provided <br /> in the resolution, which report shall be filed with <br /> the Council, and shall show the lots and lands <br /> assessed, and the amount of the assessment as to <br /> each. Such special assessment shall be payable in <br /> such number of annual installments and at such times <br /> as the legislative authority prescribes, provided <br /> that the number of annual installments of any <br /> assessment shall not exceed the maximum maturity <br /> for which bonds may lawfully be issued in anticipation <br /> thereof. If no period of such maximum maturity is <br /> specified then the period for which such assessments <br /> shall he levied shall not be less than one (1) year, <br /> but may not exceed the estimated life of the use- <br /> fulness of the improvemen~ as certified by the <br /> Director of Finance." <br /> <br />be adopted? <br /> <br /> TO the left of said wording, in boxes, with <br />appropriate places for marking,shall appear the words "YES", <br />and "NO", and each voter shall indicate his vote by making a <br />cross mark with a black lead pencil in the place so provided. <br /> <br /> Section 3. That public notice of the time and <br />place of holdingsuch election shall be given by publication or <br />notice thereof at least ten (10) days prior to the day of such <br />election in a newspaper published and of general circulation in <br />the City. <br /> <br /> Section 4. That the Clerk of Council be and she is <br />hereby directed to mail a copy of the above proposed charter <br />amendment to each elector whose name appears upon the registra- <br />tion books of the last regular election held in the City, at <br />least thirty (30) days before the date of such election, and to <br />certify a copy of this ordinance to the Board of Elections of <br />Cuyahoga County. <br /> <br /> Section 5.
