63-67 Necessity of urban renewal in blighted areas

(1) "Clearance" or "Urban ~edevelopment~ may include those under- takings and activities identified in subparagraph ~k), items 1, 2, 3, 4 and 7. (m) "Rehabilitation" or "Conservation" or "Reconditioning" may in~ clude those undertakings and activities identified in subparagraph ~k), items 3, 4, 5, 6, 8 and 9. Section 4. DESICNATtON OF MAYOP. TO SUPERV%SE URB~ ~EWEWAL AND URBAM EEDEVELOPF~NT ACTIVITIES The Mayor of the City be and he is hereby charged with the responsi- bility of supervising the Urban ~enewal and Urban Redevelopment activities of this City, coordinating the activities of the other officers, employees, com- missions and boards concerned with such projects and executing on behalf of the City, as its authorized representative, all applications to the ~ederal Government for'grants, loans and advances. Section 5. PP~PA~ATIO~'~ OF GE~]ERAL NEIGHBORHOOD RENEWAL~ URBAN P~ENEWAL OR URBAN REDEVELOPMENT STUDIES AND PLANS (a) Upon the recommendation of the Mayor and approval by the Clty Planning Commission and, when required by the City Charter, the C~ncil~ the ~ayor shall enter into such contracts on behalf of the City with e~gine~s, architects and other professional services as may.be necessary to ptovide the n~cessary inspections, studies, plans, surveys and reports in Connectio~ with fhe preparation of the General Neighborhood Renewal Plan, and in ~o~nec~ion with the Urban ~enewal or Fedevelopment activities to be undertaken by the City to the extent that funds have been appropriated therefore. The Planning C~m- mission may itself conduct such inspections, stU~ies~ plans, surve~ and ~eports. (b) When studies, plans, surveys or reports pursuant to subparagraph (a) above have been prepared, they shall be submitted to the Council and filed as provided from time to time. Section 6. CONTENTS OF UpB~ ~ENEWA~ 0R U~BA~] REDEVELOMMENT PLAN ~D RELOCATIO~ PLAN, OE SUPPORTING DOCUb~NTATiON (a) Any Urban Renewal or Redevelopment Plan hereafter prepared shall be prepared in such detail as to clearly set forth sufficient information to permit the Planning Commission to render its approval er disapproval thereof and in any event such plans shall include, but not be limited to, the following: (1) A description of the boundaries of the project area; (2) A land-use plan showing the location, character and extent of public and private land ownership, utilities, use and occupancy proposed within the area; (3) A delineation of areas of land acquisition, demolition and removal of structures, or of rehabilitation, conservation or recon- ditioning of existing structures, if any, as may be proposed to be carried out in the project area; (4) A statement indicating the controls and the use, development and building restrictions to be placed on the property in the project area to prevent a recurrence of blighted conditions; and, in addition thereto, such plan or its supporting documentation shall in- clude~ but shall not be limited to, the following: ~5) A report showing the proposed changes, if any, in the building, housing or zoning ordinances or maps and street layout, levels or grades; f6) A statement from the appropriate City official or officials setting forth the capability of the City to finance the portion of the project costs to be contributed by the City; -4-
