-2- <br /> <br /> and 4 of Article XIII of the Char~-er o~5 the City of <br /> Lakewood shall be repealed." <br />be submitted to a vote of the qualified electors of the City at <br />the general election to be held on Tuesday, the 5th day of November <br />].968, at the regular places of voting in the City between the hours <br />of 6:30 a.m. and 6:30 p.m. <br /> Section 2. That the ballots for said election shall, at <br /> the top thereof, be entitled, "City charter Amendment Ballot" and <br /> the question to be submitted on said ballot shall be in words <br /> following: <br /> "Shall the proposed amendment of Article XIII, Sections <br /> 3 and 4 of the Amended Charter of the City of Lakewood: <br /> Section 3~ Classified and Unclassified Service. <br /> The civil service of the City is hereby divided into <br /> the unclassified and the classified service. <br /> (1) The unclassified service sl~all include: (a) All officers elected by the people, <br /> (b) Ail directors of departments, <br /> (c) The members of all boards or col?m%issions <br /> appointed by the Mayor or the Council, <br /> (d) The Clerk of the Council and the secretary <br /> of the civil Service commission, <br /> (e) All employees of Lakewood Hospital, <br /> (f) Unskilled labor and hourly rated personnel. <br /> (2) The classified service shall comprise all positions <br /> not specifically included in this Charter in the <br /> unclassified service. <br /> <br />Section 4. Procedure <br />The Commission shall make, promulgate, prescribe and <br />enforce rules for the appointment, promotion, transfer, <br />lay-off, reinstatement,suspension and removal of <br />employees in the classified service and such other <br />rules as may be necessary and proper for the enforcement <br />of the merit, system and for the procedure of the <br />Commission. The commission shall keep a record of its <br />proceedings which shall be open to public inspection. <br /> Upon adoption of this ~mendment, present Sections 3 and <br /> 4 of Article XIII of the Charter of the City of Lakewood <br /> shall be repealed. <br /> <br />be adopted?" <br /> To the left of said woraing, in boxes, with appropriate <br />places for marking, shall appear 'the words ,,YES",and "~0", and <br />each voter shall indicate his ,~ote by making a cross mark with <br />a black lead pencil in the place so provided. <br /> Section 3. That public notice of the time and place of <br /> holding such election shall be given by publication or notice <br /> thereof at least ten (10)days prior to the day of such election <br /> in a newspaper published and of general circulation in the City. <br /> <br /> <br />
