That the Director of Finance be and is hereby authorized to <br />draw checks upon the City depositories for the amounts appropriated in <br />this ordinance whenever claims are presented properly approved by the <br />head of the department for which the indebtedness is incurred, provided <br />the President of. Council shall app~ve all claims of the City Council. <br /> <br />Section 15.
