That the Director of Finance be and is hereby authorized to draw <br />checks upon the City depositories for the amounts appropriated in this ordin- <br />ance whenever 'claims are presented properly approved by the head of the depart- <br />ment for which the indebtedness is incurred, provided the President of Council <br />shall approved all claims of the City Council. <br /> <br />Section 16.
