Section 7.~ That this ordinance is hercby declared to be an emergency measure <br />for the reasons stated in the preamble hereof and provided it receives the <br />affirmative vote of two-thirds of all members elected to Council, it shall <br />take effect and be in force immediately upon its adoption and approval by <br />the Mayor; an~ Ordinance No. 6-71 adopted February 15, 1971 and Ordinance <br />No. 24-71 adopted April 5, 1971 and all other ordinances or parts of ordi- <br />nances inconsistent herewith, shall be and are hereby repealed. <br /> <br />Adopted:. <br /> <br />President <br /> <br />Approved: <br /> <br />Mayor <br /> <br /> <br />
