Said Board shall have control over all tm~rovements~ to work'~g~r.e <br />or repairs to said hospital as well as the purchase of all necessary <br />supplies, materials and equipment for said hospital. The improvements, <br />however, shall be subject to the approval of Council. All work done <br />for the repair or improvement of said hospital shall be made either by <br />direct employment of labor and the necessary material and supplies or <br />by contract. The Board shall by resolution determine by which method <br />any improvement shall be made. All such contracts shall be executed <br />in the name of the City by the administrator of said hopsital only <br />after approval by the Board and shall be entered into only with the <br />lowest best bidder after public competitive bidding. The administrator <br />when authorized by resolution of the Board may enter into a contract <br />mot involving an expenditure in excess of $3,500.00 for equipment, <br />materials and supplies or for any improvement or repairs without <br />public competitive bidding. <br /> <br />This Section shall take effect and be in force from and after the <br />earliest period allowed by law, upon its approval by the electorate <br />of the City of Lakewood and all sections and parts of sections of <br />.the Charter of the City of Lakewood amd its ordinances and resolu- <br />tions which are inconsistent with this section or prevent its implement- <br />atiom are hereby repealed. <br /> <br />be adopted?" <br /> <br /> To the left of said wording, in boxes, with appropriate places for <br /> "and "NO" and each voter shall indicate <br />marking, shall appear the words "YES, , <br />his vote by making a cross mark with a black lead pencil in the place so <br />provided. <br /> <br /> Section 3.
