Brockman, Graber, Magnotto, McBride, Usher, Werner AN Eb~RGENCY ORDINANCE authorizing and directing the Director of Public Works to employ by contract the firm of Ramp Engineering Associates, as consulting engineers for the purpose of preparing construction drawings, contract documents and specifications for a multi-level municipal parking garage to be constructed north of Detroit Avenue between Belle Avenue and St. Charles Avenue to serve the general downtc~n area of the City of Lakewood. WHEREAS, this Council determines that it is necessary to provide a municipal parking garage to serve the general downtown area of the City of Lakewood, and WHEREAS, this Council determines that it is necessary to employ the services of a consulting engineer in regard to the construction of such garage facility, and WHEREAS, this ordinance constitutes an emergency measure providing for the usual daily operation of a municipal department and for the immediate preser- vation of the public health, safety and welfare in that it is immediately necessary to hire the architects for the construction of a multi-level municipal parking garage so that there will be no delay in the construction of said municipal garage and that same can be completed simultaneously with the proposed construct- ion of a multi-story office building, now, therefore, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the Director of Public Works be and he is hereby authorized and directed to employ by contract the firm of Ramp Engineering Associates, 1615 Northern Boulevard, Manhasset, New York as consulting engineers for the purpose of preparing construction drawings, contract documents and specifications for a multi-level municipal parking garage to be constructed north of Detroit Avenue between Belle Avenue and St. Charles Avenue in the City of Lakewood. Said contract shall be based upon the proposal submitted by the said Ramp Engineering Associates dated February 8, 1972, Number 72E-643 and shall provide for a fee to be computed in accordance with said proposal. Section 2. That this ordinance is hereby declared to be an emergency measure for the reasons stated in the preamble hereof and provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its adg~tion and approval by the Adopted: c~O /~?~ ~ ....
