<br /> WIIEREAS, there are no adequar, e rules and regulations
<br />promulgated by tile Board of Health of Cuyahoga County or tile State
<br />of Ol~io dealing with abo. rtions or abortion clinics, and

<br /> WI[EREAS, there is growing concern throughout the State
<br />of Ohio and particularly in the City of Lakewood regarding the
<br />performance of abortions and the establishment of abortion clinics,
<br />and the health care which should be provided, and
<br />
<br /> W}IEREAS, performance of unregulated abortions prc.,;ents
<br />serious medical and health hazards to 'the citizens of the City of
<br />Lakewood, and
<br />
<br /> WIIEREAS, the citizens of the City of Lakewood and the
<br />surrounding areas are entitled to tile highest standards of health
<br />care, and
<br />
<br /> WIIEKEAS, abortion in a potentiglly dangerous surgical.
<br />pro,eedure and for it's performance, adequat:e equipment and personnel
<br />should be req.ircd to assure the highest standards for the protection
<br />of the pregnant woman, and
<br />
<br /> WIIF. REAS, abortions should be performed only in a hospital
<br />or in a facility which offers such high standards of health care, and
<br />
<br /> WIIERI'iAS, this Ordinance constitutes an emergency measure
<br />providing for the i~me(liate preservation of the public health, safety
<br />and welfare, and for the further reason that such standards should be
<br />established at the earliest possible time,.now, therefore,
<br />
<br /> BE IT ORDAINED BY TIlE COUNCIL OF TIlE CITY OF LAKEWOOD

<br />Section 1. That the General Offenses Code of the Codified Ordinances
<br />of. the City of Lakewood be and the same is hereby supplemented by
<br />enacting new;Chapter 531 and new Sections 531.01, 531.02, 531.03, 531.04
<br />and 531.99 thereof, to read as follows:
