ORDINANCE NO. 75~73 BY: Messrs. Magnotto, McBride, Sinagra, Usher, Werner,'Brockman, Graber AN EMERGENCY ORDINANCE authorizing and directing the Director of Public Works to employby contract the firm of Koster and Associates, Architects, to provide professional architectural services for the construction, on the present site of Winterhurst Ice Rink, of a new indoor artificial ice rink together with all of the necessary support facilities, which services shall include preparation of construction drawings, contract documents and specifications. 'WHEREAS, Winterhurst Ice Rink represents an item of substantial cost to the City over the years, not withstanding the fact that it has rendered an important recreational service to residents of all ages, and WHEREAS, this Council determines that an entirely new ice rink facility in the City of Lakewood should be constructed at the earliest possible time in the best interest of the citizens of the City of Lakewood, and WHEREAS, this Council determines that it is necessary to employ the services of an architect in regard to the construction of such recrea- tional facility, and WHEREAS, this ordinance constitutes an emergency measure providing for the usual daily operation of a municipal department and for the'immediate preservation of the public health and welfare in that there should be no delay in the construction of a new indoor artificial ice rink, now, therefore, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the Director of Public Works be and he is hereby authorized and directed to employ by contract the firm of Koster and Associates, Architects, The Arcade, Cleveland, Ohio 44114, as the professional architect for the'purpose of preparing construction drawings, contract documents and specifi- cations for the construction on the present site of Winterhurst Ice Rink, of a new artificial ice rink together with all of the necessary support facilities. S~id contract shall be based upon the proposal submitted by the said Koster and Associates, Architects, dated November 15, 1973, designated Project #73313, and 'shall provide for a fee to be computed in accordance with said proposal. Section 2. That this ordinance is hereby declared to be an emergency measure for the reasons stated in the preamble hereof and provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect .and be in force immediately upon it.s~adoption and approval by the Mayor. · / - //PrUdent ' Mayor
