AMENDED ~ .Please substitute for original ordinance placed on first reading October 7, 1974 ORDINANCE NO. 73-74 BY: Messrs. Graber, Magnotto, McBride~ Sinagra, Usher, Chinnock AN EMERGENCY ORDINANCE authorizing and directing the Mayor to make ~ application to the Northeast Ohio Areawide Coordinating Agency for a Federal Grant to help defray the cost of conversion of certain traffic control signals to flashing signals and the installation of new traffic control signals at certain intersections within, the City, and appropriating the City's share of the cost of' said project. WHEREAS, the City desires to purchase and install the necessary equip- ment to provide for flashing traffic signals at certain intersections located within the City, and WHEREAS, the City desires to install new traffic control signals at certain intersections located within the City so that traffic control at said intersections will be in compliance with standards established by the State of Ohio, and WHEREAS, through recent federal legislation and specific state alloca- tion of funds to urbanized areas, the Northeast Ohio Areawide Coordinating Agency now has responsibility for programing Urban System transportation projects, and WHEREAS, the City has been advised that federal funds are available through NOACA for such transportation projects as part of the Urban System ("M" funds) Program, which funds are provided on a 70./30 basis, and WHEREAS, the City is desirous of obtaining financial assistance in said traffic signal project and appropriating its share of the total estimated cost of aPproximately $118,000.00, and WHEREAS, this Ordinance constitutes an emergency measure providing for the immediate preservation of the public health, safety and welfare and for the usual daily operation of a municipal department; now, therefore, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the M~yor be and he is hereby authorized and directed to make application to the Northeast Ohio Areawide Coordinating Agency for a Federal Grant to help defray the cosn of conversion of certain traffic control signals to flashing signals and the installation of new traffic control signals at certain intersections within the City of Lakewood. Section 2. Provided said Federal Grant is approved and obtained, there is hereby appropriated from the Street Construction, Maintenance and Repair Fund a sum not to exceed $35,400.00, representing the City's share of the cost of said project. Section 3.
