That the Director of Finance be and is hereby authorized to draw <br />checks upon the City depositories for the amounts appropriated in this ordin- <br />ance whenever claims are presented properly approved by the head of the <br />department for which the indebtedness is incurred, provided the President <br />of Council shall approve all claims of the City Council. <br /> <br />Section 13.
