ORDINANCE NO. 10- 76 <br /> <br />BY: Messrs~ Chinnock, Magnotto, McBride, <br /> ~ 'salmon, 'Sinagra, Usher, Brockman <br /> <br /> AN EMERGENCY ORDINANCE to supplement Section 351.01 of the Traffic <br />Code of the Codified Ordinances of the City of Lakewood by enacting new <br />paragraph (s) to prohibit parking on front lawns. <br /> <br /> WHEREAS, the City has received numerous complaints from its residents <br />relating to the parking of motor wehicles on front lawns, and <br /> <br /> WHEREAS, this Council is of the opinion that the parking of automobiles <br />on front lawns has a deteriorating and depreciating effect upon the neighborhood, <br />and <br /> <br /> WHEREAS, this Council is of the further opinion that an ordinance <br />should be adopted to provide for the enforcement and penalty of such prohibited <br />parking in a more efficient manner, and <br /> <br /> WHEREAS, this Ordinance constitutes an emergency measure-providing for <br />the immediate preservation of the public health, safety and welfare and for the <br />further reason that it is necessary to immediately control the parking of motor <br />vehicles upon lawns and other areas not designed or constructed for the parking <br />of such vehicles; now, therefore, <br /> <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHI©: <br /> <br /> Section 1. That Section 351.01 of the Traffic Code of the Codified <br />Ordinances of the City of Lakewood shall be and the same is hereby supplemented <br />by enacting new paragraph (s) thereof to read as follows: <br /> <br />351.01 LIMITATIONS Oh~ PARKING <br /> <br />No person shall stand or park a vehicle' except when necessary to <br />avoid conflict with other traffic or with the provisions of this <br />Traffic Code, or in compliance with the directions of a police <br />officer or a traffic control device, in any of the following places: <br /> <br />(s) <br /> <br />Upon any private property between the building line, as shown <br />on the Building Line Map of the .City of Lakewood, and the <br />street line, except upon driveways, including circular access- <br />ways and turnarounds where applicable, parking lots, or in an <br />area improved for vehicular use and approved by the Planning <br />Commission. <br /> <br /> Section 2. That this Ordinance is hereby declared to be an emergency <br />measure for. the reasons stated in the preamble hereof and provided it receives <br />the affirmative vote of two-thirds of all members elected to Council, it shall <br />take effect and be in force immediately upon its adoption and approval by the <br />Mayor. <br /> <br /> / /~es~nt <br /> Clerk/ <br /> <br />May~:' <br /> <br /> <br />
