That the Director of Finance be and is hereby authorized to <br />draw checks upon the City depositories for the amounts appropriated in <br />this ordinance whenever claims are presented properly app'roved by the <br />head of the department for which the indebtedness is incurred, provided <br />the President of Council shall approve all claims of the City Council. <br /> <br />Section 16. In accordance with Article Ill, Section 14 of the Charter of <br />the City of Lakewood, Council hereby determines that the manner of giving <br />notice of the passage of this ordinance is to be by posting copies hereof <br />for a period not less than fifteen (15) days, in not less than five (5) <br />of the most public places in the City, which places have been determined <br />by Council in Ordinance No. 55-59. <br /> <br />Section 17. 2]~at this ordinance is hereby declared to be an emergency measure <br />for the reasons stated in the preamble, and provided it receives the affirma- <br />tive vote of two-thirds (2/3) of allmembers elected to Council, it shall take <br />effect and be in force immediately upon its adoption and approval by the <br />Mayor, and Ordinance No. 4-76 and all other.ordinances or parts of ordinances <br />inconsistent herewith are hereby repeal.ed. <br /> <br />Approved: <br /> <br /> <br />
