ORDINANCE NO. 70-77 AN EMERGENCY ORDINANCE creating.the position and fixing 'the Salary 'of a Comprehensive ~mployment Training Act (C.E.T.A.) Administrator and S~cond Assistant Prosecuto~ beginning January 1, 1978. BY Messrs. Sinagra, Ushgr, Brocknlah, Chinnoc.k, blagnotto, McBride, $~aimon WHEREAS, since tlle inception of the Comprehensive Employment T'raining~'~ Act (C.E.T.A.) program there has been a great increase in the funds available to the City of Lakewood, which has enabled the City to presently employ sixty- eight (68) permanent C.E.T.A. positions in various City departments and twenty- ~hree (23) persons employed in several special projects, and WHEREAS, this Council is of the opinion that a new position of C.E.T.A. Administrator is necessary to coordinate the ever-expanding C.E.T.A. program and to make sure that the City of LakewoOd receives its fair share of funds which are available, and WHEREAS, by reason of the large increase in criminal cases which are being handled by the Prosecutor's Office, as well as the change in the statutory time period in which misdemeanor cases must be heard, and the anticipated increase in the number of hearings and possible prosecution pertaining to Building and Health Code violations, and for other reasons, this Council is of the opinion that there is a need for a Second Assistant Prosecutor, and WHEREAS, it is.the opinion of this Council that the compensation for the position of C.E.T.A. Administrator and Second Assistant Prosecutor ought to be' in the aggregate amount of Eighteen Tho'usand Five Hundred Dollars ($18,500.00), of which amount Twelve Thousand Dollars ($12,000.OO) would be the compensation ~for duties performed as the C.E.T.A. Administrator, and Six Thousand Five Hundred Dollars ($6,500.00) as the compensation for duties performed as Second Assistant Prosecutor, and WHEREAS, an emergency exists in that it is deemed necessary by this Council, in the interest of public serv'ce, safety and welfare, that thc position of C.E.T.A. Administrator and Second Assistant Prosecutor be established and the compensation for such position be fixed effective January 1, 1978, and in tha.t this Ordinance provides for the usual daily operation of a municipal depart, nent; now, therefore, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHI. O: Section 1. That the position.of Comprehensive Employment T. raining ~ct (C.E.T.A.) Administrator and Second Assistant Prosecutor be and the same is hereby established. Section 2. That the compensatio~ for such position be and the same is hereby fixed in the amount of Eighteen Thousand Five Hundred Dollars ($18,500.00) per annum effective January 1, 1978, of which TwelVe Thousand Dollars ($12,000.00) would be the compensation for duties performed as the C.E.T.A. Administrator and Six Thousand Five ttundred Dollars ($6,500.00) as the compensation ~or duties performed as Second Assistant Prosecutor, and that such compensation shall be paid in equal installment~ every two (2) weeks. Section 3.
