That there be appropriated from the Anti-Recession Fiscal Assistance Title II Fund: Section 18. That to provide for the redemption of bonds, interest on outstanding bonds and other expenditures, the following sums are hereby appropriated from the Bond Retirement Fund: 10,000 General Bonds and Notes Special Assessment Bonds & Notes 500,000 5,000 Section 19. That the Director of Finance be and is hereby authorized to draw checks upon the City depositories for the amounts appropriated in this ordinance whenever claims are presented properly approved by the head of the department for which the indebtedness is incurred, provided the President of Council shall approve all claims of the City Council. Section 20. That this ordinance is hereby declared to be an emergency measure for the reasons stated in the preamble, and provided it receives the affirmative vote of two-thirds (2/3) of all members elected to Council, it shall take effect and be in force immediately upon its adoption and approval by the Mayor.
