Section 4. This ordinance is hereby declared to be an emergency <br />measure necessary for the inrnediate preservation of the public 'peace, health <br />and. safety, and for further reason that this ordinance must be inmediately <br />effective in order to eliminate the hazards and expenses to the Issuer and <br />its people resulting from lack of job opportunities, ~d provided it receives <br />the affirmative vote of two-thirds of all members elected to Council, it <br />shall take effect and be in force in~nediately upon its adoption and approval <br />by the Mayor; otherwise it shall take effect and be in force from and after <br /> <br />the earliest period allowed by law. <br />Adopted: ~c~ /~ /~ ~Y <br /> <br />Approved' ~ ~., /~f~ <br /> <br /> <br />
