OP~)INANCE NO. 56- 78 BY: Messrs, Magnotto, Salmon, Brockman, Brown, Chinnock AN EMt~GENCY ORDINANCE authorizing and directing the Mayor, as ex-officio Director of Public Works, to employ, by contract, the firm of Menster, McHenry & Associates, Inc. as consulting engineers for the purpose of preparing construction drawings, contract documents and specifications for ventilation improvement of the LakewoodPolice Department Pistol Range. WHEREAS, tests conducted by the Ohio Department.of Health on April 29, 1977 of the Lakewood Police Department Pistol Range disclosed unsafe lead concentration eXpOsure, and WHEREAS, a previous engineering study recommends, and this Council agrees, that a new air supply system of approximately 12,000 C1~.4 should be installed in the Pistol Range and that such distribution system should be installed at the earliest possible time for the safety of those using said Pistol Range, and WHEREAS, this ordinance constitutes an emergency measure providing for the imnediate preservation of the public health and safety and the usual daily operation of a municipal department- now, therefore, ' ' BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAK~VOOD, STATE OF OHIO: Section 1. That the Mayor, as ex-officio Director of Public Works, be and he is hereby authorized and directed to employ, by contract, the firm Of Menster, McHenry & AssOciates, Inc., 23600 Mercantile Road, Beachwood, Ohio 44122 as consulting engineers'for the purpose of furnishing all engineering design and drafting services for a new air supply system and ventilation improvement of the LakewoodPolice Department Pistol Range, including the preparation of detailed construction plans, specifications, estimates of cost and contract documents complete for bidding. The cost for these services shall not exceed the sam of $4,000 and said costs shall be charged to Federal Revenue Sharing Fund. In addition, the contract shall provide for printing of plans, specifications and contract documents at actual cost plus fifteen percent (15%) and shall not exceed a maximumof $400.00. Section 2. That this ordinance is hereby declared to be an emergency measure for the reasons stated in the preamble hereof and provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force in~nediately upon its adoption and' approval by the Mayor.; otherwise it shall take effect and. be in force from and after the earliest period allowed b~yzCj~v. ~-.-~ // ' C~rk ) Approved'/df/v ' ' j J/ '/' Mayor '' "
