Section 6. Tile City of Lakowood shall submit timely evidence of compliance prior to a request for more than 50% of the Step III grant, and prior to a request for more than 80% payment for tile Step III grant, it wi].], establish the required sewer use legislation, as provided in Section 35.935-16. Section 8. The City has reviewed th~~. facilities plan entitled Faci].ity Plan, City of Lakewood, Wastewat~-,r Col t~ction and Treatment Facilities, and hereby accepts the recommendations of the plan as displayed on Figures 9.1 and 9.2. The City hereby agrees to implement the recommendations of the plan by authorizing negotiation of engineering agreements and further agrees that said implementation shall be consis'tent with the provisions of the NPDES permit compliance schedule. Section 9.' That this ordinance is hereby declared to be an emergency measure for .tho reasons stated in the preamble hereof and provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its adoption and approval by the Mayor; otherwise at the earliest period provided by law.
