- 2 - Section 6. That obligations of the City shall be issued, in anticipation of the collection of special assessments by installments and in an amount thereto, for the purpose of providing funds to pay the cost of this improvement. Section 7. That the remainder of the entire cost of this improvement, after application of the assessments herein provided shall be paid by the issuance of notes and Bonds of the City in the manner provided by law. Section 8. Section 10. It is found and determined that all formal actions of this Council concern'nc and relating to the passage of this ordinance were adopted in an open meetin9 of this Council, and that all deliberations of this Council and of any of its committees [.hat resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code. Section 11. That this ordinance, having been declared to be a.n emergency measure, for the reasons stated in the preamble hereof and provided it receives the affirma- tive vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its adoption and approval by the Mayor; otherwise it shall take effect and be in force from and after the earliest period allowed by law.
