Section 4. That if the City should abandon its street resurfacing <br />program or determine that no portion of the costs thereof are to be specially <br />assessed, then an amount equal to the amount transferred pursuant to Section <br />2 hereof shall be returned from the Street Resurfacing Special Assessment <br />Rotary Fund to the fund and account therein from which moneys were trans- <br />ferred pursue, hr to Section 2 hereof. <br /> <br /> Section 5. That it is found and determined that all formal actions <br />of this Council' concerning and relating to the adoption of this ordinance were <br />passed in an open meeting of this. Council, and that all deliberations of this <br />Council and of any of its committees that resulted in such formal action, <br />were in meetings open to the public, in compliance with all legal require- <br />ments including Section 121.22, Ohio Revised Code. <br /> <br /> Section 4.
