ORDINANCE NO. <br /> <br />12-79 <br /> <br />~¥: Brockman, Brown, Chinnock, <br /> McBride, Salmon, Wendling <br /> <br /> AN EMERGENCY ORDINANCE to amend Paragraph (b) of Section 313.10 of <br />the Traffic Code of the Codified Ordinances of the City of Lakewood to prohibit <br />turns on red signals during school hours for southbound traffic on Arthur <br />Avenue and northbound traffic on Lakeland Avenue at their intersection with <br />Detroit Avenue. <br /> <br /> WHEREAS, officials of Lakewood Lutheran School have requested <br />additional traffic safety measures be taken in the general area of the school <br />due to increased enrollment, and <br /> <br /> WHEREAS, the Lakewood Police Department has surveyed the area and taken <br />pedestrian counts and as a result of same has recommended that right turn on red <br />be prohibited during school hours for southbound traffic on Arthur Avenue and <br />northbound traffic on Lakeland Avenue at their intersection with Detroit Avenue, <br />and <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure providing <br />for the immediate preservation of the public safety and welfare and for the <br />further reason that the prohibition of right turns at the aforementioned <br />intersections should be made effective at the earliest possible time allo~ged by <br />law; now, therefore, <br /> <br />OHIO: <br /> <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF <br /> <br /> Section 1. That Paragraph (b) of Section 313.10 prohibiting a right <br />turn against a steady red signal between the hours of 8:00 a.m. and 4:00 p.m., <br />Monday through Friday now reading as follows: <br /> <br />313.10 PROHIBITED TURNS ON RED SIGNALS. <br /> <br /> Pursuant to the provisions of Section 313003(c)(5), it is hereby <br />determined that the following intersections are used by a substantial <br />number of school children and are a hazard to such school children and, <br />therefore, a right turn against a steady red signal is hereby prohibited <br />between the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday at <br />the following intersections, upon the posting and installation of the <br />proper signs giving notice thereof: <br /> <br />(b) Detroit Avenue. <br /> <br />(1) Waterbury Road <br />(2) Elmwood/Andrews <br />(3) Bonnieview Avenue <br />(4) Webb Road <br />(5) Granger Avenue <br />(6) Cohassett Avenue <br />(7) Cove Avenue <br />(8) West Clifton Boulevard <br />(9) Arthur Avenue <br /> <br />all four directions <br />all four directions <br />north and south bound <br />south bound only <br />south bound only <br />east bound only <br />south and west bound <br />all foUr directions <br />east bound only <br /> <br />shall be and the same is hereby amended to read as follows: <br /> <br />313.10 PROHIBITED TURNS ON RED SIGNALS. <br /> <br /> Pursuant to the provisions of Section 313.03(c)(5), it is hereby <br />determined that the following intersections are used by a substantial <br />number of school children and are a hazard to such school children and, <br />therefore, a right turn against a steady red signal is hereby prohibited <br />between the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday at <br />the following intersections, upon the posting and installation of the <br />proper signs giving notice thereof: <br /> <br /> <br />
