ORDINANCE NO. 18-79 BY: Brockman, Brown, Chinnock, Magnotto, McBride, Wendling AN ORDINA~CE to supplement the Building Code of the Codified ' Ordinances of the City of Lakewood by enacting new Chapter 1325 of the Building Code establishing an Architectural Board of Review. WHEREAS, the City has' initiat'ed and implemented a number of programs in an attempt to upgrade and improve the commercial properties in the City, and WHEREAS, Council deems it is in the best interest of the City of Lakewood to establish an Architectural Board of Review to assure the continuation of and the preservation of improvements .to the commercial properties of the City, now, therefore, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the Building Code of the Codified Ordinances of the City of Lakewood be supplemented by .enacting new Chapter 1325 of the Building Code which shall read as follows: CHAPTER 1325 ARCHITECTURAL BOARD OF REVIEW 1325.O1 ESTABLISHMENT OF BOARD An Architectural Board of Review is hereby established. Board, when used in this Chapter, shall mean the Architectur'al Board of Review 1325.O2 MEMBERSNIP The Board of Building Standards and Building Appeals established by Chapter 156 of the Administrative Code shall act as the Architectural Board of Rev'ew. 1325.O3 PURPOSES OF BOARD The purposes of the Architectural Board of Review are to protect the value, appearance and use of property on which buildings are constructed or altered-, to maintain a high character of community development, to protect the public health, safety, convenience and welfare and to protect real estate within the City from Tmpairment or destruction of value. Such purposes shall be accomplished by the Board by regulating, according to accepted and r.ecogn~zed architectural principles, the des~qn, use of m~terials, finished grade lines, dimensions, orientation ;~d location of all main and accessory buildings to be erected, move'd, alterf~d, remodeled or repaired, subject to tile provisions of the Zonino and Iq,~ildJJ~g Codes and other applicable ordinances of tile Cily, and sh~ll tbke into consideration the Architectural Standards Workbook which has been adopted by the City. In reviewing, regulating and approving building plans, the Board shall consider and take cotnizance of the dev(~lopment of adjacent, contigtJous and neighboring buildings and properties for the purpose of achieving safe, harmonious and integrated development of related properties.
