<br /> AN EHERGENCY ORDINANCE declaring a moratorium on ~;ondominium

<br /> WHEREAS, it is the purp~se '~f the City of Lakewood to
<br />establish standards for the development of new and conversion
<br />condominiums ir] order to protect the purchasers of condominium
<br />units and the residents of apartment buildings designed for a
<br />conversion and %:o generally encournge the maintenance and im-
<br />provement of the quality of housing, and
<br />
<br /> Wq{EREAS many of said apartment bu.ild].ngs recently have
<br />been converted to condominiums and further condominJ.um conver-
<br />sions are expected, and
<br />
<br /> WHEREAS, such condominium conversions are insufficiently
<br />regulated by state statute or Lakewood ordinance, and

<br /> WHEREAS, c. onvorsion of ex[sting ~partmcnh bui]di_ngs to
<br />condominiums causes financial and relocation hardships for
<br />existing tenants and reduces the supply of rental housing in
<br />the City, and
<br />
<br /> WHEREAS, such conversions will for the most part be irre-
<br />versible once comp].eted, and

<br /> WTIEREAS, the citizens of the City o:[ Lakowood rely on the
