(a) Residents of the City who bring wood or wood materials arising out of the use of their places of residence, to the Lakewood brush incinerator in their own vehicles (not to exceed one and one- half tons empty) may make use of the brush incinerator without charge. (b) A charge shall be made to all others for all wood or wood materials brought to the brush incinerator in accordance with the following rate schedule: Passenger cars, station wagons, and trucks with a first number license plate designation 3,4 or 5 and vehicles bearing non-commercial plates $ 7.00 Trucks with a first number license plate designation 6,7 or 8 $20~00 Trucks with a first number license plate designation 9,10 or 11 $30.00 Trucks with a first number license plate designation 12 or over $40.00 Section 3. That this ordinance is hereby declared to be an emergency measure for the reasons stated in the preamble hereof and provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its adoption and approval by the Mayor; otherwise it shall take effect and be in force from and after the earliest period allowed by law and existing Sections 911.02 and 911.03 adopted February 7, 1979 shall be and the same are hereby repealed.
