ORDINANCE NO. <br /> <br />81-80 <br /> <br />BY: Brown, Chinnock, Salmon, <br /> Wendling <br /> <br /> AN EMERGENCY ORDINANCE to supplement Chapter 903 of the <br />Streets and Public Services Code of the Codified Ordinances <br />of the City of Lakewood by enacting new Section 903.051 to <br />permit the installation of precast concrete sidewalks. <br /> <br /> WHEREAS, this Council deems it to be in the best interests <br />of the City of Lakewood to facilitate some variation and <br />utilization of ne~ material in the design of sidewalks throughout <br />the City by permitting the installation of precast concrete <br />sidewalks, and <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure <br />providing for the usual daily operation of a municipal depart- <br />ment; now, therefore, <br /> <br /> BE IT gRDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, <br />STATE OF OHIO: <br /> <br /> Section 1. That Chapter 903 of the Streets and Public <br />Services Code of the Codified Ordinances of the City of <br />Lakewood be and the same is hereby supplemented by enacting <br />new Section 903.051 to read as follows: <br /> <br />903.051 PRECAST CONCRETE SIDEWALK SPECIFICATIONS. <br /> <br />Ail precast concrete sidewalks shall be laid under the <br />following specifications: <br /> <br />Precast concrete unit pavers shall be at least two and <br />three-eights inches thick, have a minimum compressiwe <br />strength of eight-thousand p.s.i., and a water absorption <br />rate of five percent or less; top edges of the paver~ ...... <br />shall be chamfered. All pavers shall be manufactured with <br />cement, conforming to ASTM C-150 and aggregates conforming <br />to ASTM C-33. <br /> <br />Ail precast concrete pavers shall be laid on a six-inch <br />thick compacted sub-base and a one and one-half to two <br />and one-half inch thick leveling base. The compacted <br />base shall be in accordance with manufacturer's specifica- <br />tions or shall be graded, crushed limestone, crushed <br />stone or crushed gravel consisting of particles zero <br />to three-quarter inches in size. This material shall be <br />one-hundred percent crushed with fines or dense graded <br />aggregate. Leveling base material shall be in accordance <br />with manufacturer's specifications or shall be coarse, <br />graded concrete sand, conforming to ASTM C-33 for fine <br />aggregates; mason sand shall not be used. The leveling <br />base shall be uncompacted and screeded. <br /> <br />Pavers shall be vibrated into the leveling base with a <br />plate type soil compactor in three or more passes until <br />uniformly level. The first pass shall be made with the <br />paver joints open; the remaining passes shall be accompan- <br />ied by simultaneous brushing of concrete sand into the <br />joints. <br /> <br /> Section 2. That this ordinance is hereby declared to be an <br />emergency measure for the reasons stated in the preamble hereof <br />and provided it receives the affirmative vote of two-thirds <br />of all members elected to Council, it shall take effect and <br />be in force immediately upon its adoption and approval by the <br />Mayor: otherwise it shall take effect and be in force from and <br />after the earliest period allowed by law. <br /> <br /> <br />
