It is found and determined that all formal actions of <br />~%Ci~h~:s~<~C~ouncil concerning and relating to the passage of this ordinance were <br />~dQp~'e~in an open meeting of this Council, and that all such deliberations <br />%0~f~hiis Council and of any of its committees that resulted in such formal <br />.~c~%on~, were in meetings open to the public, in compliance with all legal <br />~eq~u~i~r~ements including Section 121.22 of the Ohio Revised Code. <br /> <br /> Sec%ion 3. That th~s ordinance is hereby declared to be an emergency <br />~e,a~uame~or~the reasons stated in the preamble hereof and provided it receives <br /> .~th~¢~'~firmative vote of two-thirds of all members of Council, it shall take <br /> ~e~ffect and be in force immediately upon its adoption and approval by the <br /> ~Mayor; otherwise, it shall take effect and be in force after the earliest <br /> ~period allowed by law, and existing Section 351.23 of the Traffic Code is here~ <br /> repealed at such time. <br /> <br /> <br />
