All contracts subject to competitive <br />ulallng under this Division shall be awarded to the lowest and <br />east bidder after approval by the Council. <br /> <br />ARTICLE XX. LAKEWOOD HOSPITAL <br /> <br />DUTIES AND POWERS OF THE BOARD. <br /> <br /> hA) The said Board of Trustees shall have the entire <br />control and management of such hospital and shall establish <br />such rules for its government and the admission of persons to <br />its ~rlvzieges as it deems expedient, and shall annually <br />£~Daznt the orofesslonal staff as determined by approved <br />ncs~Lnai aamlnlstratzon. Said Board shall also employ an <br />2c~inlstraEor, departmenn heads, and such assistants, nurses, <br />mzvslezg~s an~ surgeons an~ such other employees as said Board <br />~eems necessary, and fix their compensation, which compensation <br />snail, however, be sub3ect to the approval of the Council. <br /> <br /> i~) Sa~d Board shal~ have control over all improvements <br />no, warm for, or repairs to said hospital as well as the <br />curcnase of all necessary supplies, material or equipment for <br />sa~c nosnltal. All such contracts shall be exe- <br />cuteo in 5he name of the City by the Admmnlstrator of said <br />.~cso~nal cnly after approval by the Board. <br /> <br /> (C) Ail such contracts entailing expenditures by the <br />City ~n excess of a certain dollar amount shall be awarded to <br />~e lowest and best bidder after approval by the Board and after <br />comeet~tlve bidding, unless competitive bidding is determined <br />by the Council not to be required. The Council may by <br />o~inance or resolution specify such certain dollar amount, <br />crascr~be the procedure~ for competitive bidding, and deter- <br />~n~ue the circumstances~ if any, under which competitive bid- <br />ding suall not be required. <br /> <br /> ~D) Until the Council takes those actions required by <br />Diwslon (C) of th~s section, the general laws of Ohio appli- <br />cauic ~o general statutory-plan cities shall govern with <br />respect to: the dollar amounts in excess of which competitive <br />b~dding shall be required; the procedures for competitive <br />bidding; and the circumstances under which competitive bidding <br />shall not he required.
