All contracts subject to competitive ulallng under this Division shall be awarded to the lowest and east bidder after approval by the Council. ARTICLE XX. LAKEWOOD HOSPITAL DUTIES AND POWERS OF THE BOARD. hA) The said Board of Trustees shall have the entire control and management of such hospital and shall establish such rules for its government and the admission of persons to its ~rlvzieges as it deems expedient, and shall annually £~Daznt the orofesslonal staff as determined by approved ncs~Lnai aamlnlstratzon. The Council may by o~inance or resolution specify such certain dollar amount, crascr~be the procedure~ for competitive bidding, and deter- ~n~ue the circumstances~ if any, under which competitive bid- ding suall not be required. ~D) Until the Council takes those actions required by Diwslon (C) of th~s section, the general laws of Ohio appli- cauic ~o general statutory-plan cities shall govern with respect to: the dollar amounts in excess of which competitive b~dding shall be required; the procedures for competitive bidding; and the circumstances under which competitive bidding shall not he required.
