Said ballot shall provide appropriate means for the voter to indicate h~a affirmative or negative vote on the question. Section 3. That the Clerk of Council zs hereby authorized and directed to: forward a certified copy of th~s ordinance to the Board of Elect~ons of Cuyahoga County; cause notice of the foregoing proposed Charter amendment to be given pursuant to Section 107.10 of the Administratzve Code of the Codified Ordinances of the City of Lakewood, Ohio and Section 731.211 of the Revised Code of Ohio; and give public not~ce of the time and place of holding such election by publication of notice thereof at least ten (10) days prior to the day of such election ~n a newspaper published and of general circulation in the City. Section 4. That the Director of Law is hereby authorized and directed ~o prepare and submit to the Board of Elect~ons of Cuyahoga County, Oh~o~ wording for the ballot submitting the question of the foregoing proposed amendment upon request from the Board of Electzons that the City furnish additional or alternative wording to that set forth zn Section 2 of thzs ordinance. Section 5. It is found and determined that all formal actions of this Council concerning and relating to the passage of this ordinance were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any of its committees that resulted in such formal actions, were in meetings open to the public, in compli- ance with all legal requirements, including Section 121.22 of the Ohio Revised Code. Sectzon 6. That this ordinance is hereby declared to he an emergency measure for the reasons stated and defined in the preamble hereof and, providing it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon ~ts adoption and approval~ .~?the May~err.
