excepting taxes and assessments not yet due and payable, zoning ordinances <br />and restrictions of record, if any; and that the Director of F~nance be and <br />he is hereby authorized to pay the City's share of expenses incidental to <br />the completion of the purchase, including the cost of the Deed, one-half <br />of the escrow fee and any prorata share chargeable to the City as purchaser. <br /> Section 3, The cost of the purchase of said property shall be paid <br />from the Hospital fund - plant replacement restricted fund. <br /> Section 4. It is found and determined that all formal actions of <br /> this Council concerning and relating to the passage of this ordinance were <br /> adopted in an open meeting of this Council, and that all said deliberations <br /> of this. Council and that of any of its committees that resulted in such for- <br /> mal action, were in meetings open to the public in accordance with all legal <br /> requirements including Section 121.22 of the Ohio Revised Code. <br /> Section 5.
