ORDINANCE NO. 95-81 BY: Brown, Chinnock, Gallagher, Graham, McBride, Salmon, Wendling AN EMERGENCY Ordinance to amend Paragraph (h) of Section 313.10 of the Traffic Code of the Codified Ordinances of the City of Lakewood to pro- hibit a right turn against a steady red si9nal between the hours of 8:00 a~m~ and 4:00 p.m. Monday through Friday for south and east bound traffic at the intersection of Sloane Avenue and West Clifton Boulevard. WHEREAS, the Lakewood Police Department has surveyed the area and as a result has recommended that right turn on red be prohibited between the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday for south and east bound traffic at the intersection of Sloane Avenue and West Clifton Avenue, and WHEREAS, this ordinance constitutes an emergency measure providing for the immediate preservation of the public safety and welfare and for the further reason that the prohitibition of right turns ~t the aforementioned inter- sections should be made effective at the earliest possible time allowed by law; now, therefore BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That Paragraph (h) ef Section 313.10 of the Traffic Code of the Codified Ordinances of the City of Lakewood prohibiting a right turn against a steady red signal between the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday, now reading as follows: 313.10 PROHIBITED TURNS ON RED SIGNALS. Pursuant to the provision of Section 313.03(c)(5), it is here- by determined that the following intersections are used by a substan- tial number of school children and are a hazard to such school children and, therefore, a right turn against a steady red signal is hereby prohibited between the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday at the following intersections, upon the posting and installa- tion of the proper signs giving notice thereof: shall (h) West Clifton Boulevard. ~1) Arlington all four directions (2) Northwood Avenue north bound only be and the same is hereby amended to read as follows:- 313.10 PROHIBITED TURNS ON RED SIGNALS. Pursuant to the provisions of Section 2~3.03(c)(5), it is hereby determined that the following i~h~'~tions are used by a substantial number of school children and are a hazard to such school children and, therefore, a right turn against a steady red signal is hereby prohibited between the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday at the following inter- sections, upon the posting and installation of the proper signs giving notice thereof: (h) West Clifton Boulevard. all four directions north bound only south and east bound (1) Arlington (2) Northwood Avenue (.3) Sloane Avenue Section 2. It is found and determined that all formal actions of this Council concerning and relating to the passage of this ordinance were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any ofits committees that resulted!in such formal actions were in meetings open to the public, in compliance with all legal requirements includ- ing Section 121.22 of the Ohio Revised Code.
