ORDINANCE NO. 97-81 BY: Brown, Graham, McBride, Salmon, Wendling AN EMERGENCY ORDINANCE appropriating the sum of SEVEN THOUSAND ($7,000) DOLLARS from the General Fund to be used to pay for newspaper publication and mailing 6f the ProposedCharter Amendments to the citizens of Lakewood. WHEREAS, in order to inform the electors of the City of Lakewood and to comply with State and Charter pro¥isions, Council has de~enmined it to be necessary to mail the proposed Ordinances to the electors of the City of Lake- wood, and WHEREAS, the appropriation of the sum of SEVEN THOUSAND (~7,000) DOLLARS would enable the City to mail the proposed amendments to the electors of the City of Lakewood, and WHEREAS, this ordinance conssututes an emergency measure providing for the immediate preservation of the public health, safety, and welfare and for the usual daily operation of a municipal department; now; therefore BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the sum of SEVEN THOUSAND ($7,000) DOLLARS is here- by appropriated from the General Fund whi~ch funds are to be used for the purpose of newspaper publication and mailing of the proposed Charter Amendments ~o the electors of the City of Lakewood. Section 2. It is found and determined that all formal actions of this Council concerning and relating to the passage of this ordinance were adop- ted in an open meeting of this Council, and that all such deliberations of this Council and of any of its committees that resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements includ- ing Section 121.22 of the Ohio Revised Code. Adopted: Section 3. That this ordinance is hereby declared to be an emergency measure for the reasons stated in the preamble hereof and provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its adoption and approval by the Mayor; otherwise, it shall take effect and be in force after the earliest period allowed by law.
