ORDINANCE NO. 99-81 BY: Brown, Chinnock, Gallagher, Graham, McBride, Salmon, Wendling AN EMERGENCY ordinance to amend Section 352,04 and enact new Section 355.13 of the Traffic Code of the Codified Ordi~nances of the City of Lakewood to permit motor vehicles bearing license plates issued pursuant to Ohio Revised Code 4503.41 [Disabled Veterans) and Ohio Revised Code Section 4503.46 (Former Prisoner of War) to be parked in parking meter spaces both off-street and on- street, without charge. WHEREAS, pursuant to the provisions of the Ohio Revised Code, certain disabled veterans and former prisoners of war are permitted free motor vehicle registration and are issued special license plates indi- cating such disability and status, and WHEREAS, this Council as an expression of its appreciation and re- cognition of the service rendered by these veterans to this country, desires to permit the motor vehicles of disabled veterans whose disabilities are rated at 100 percent.by the Veterans' Administration and prisoners of war to be parked in both off-street and on-street parking meter spaces without charge. WHEREAS, this ordinance constitutes an emergency measure providing for the immediate preservation of the public health, safety, and welfare, and for the usual daily operation of a municipal department; now, therefore, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That Section 353.04 of the Traffic Code of the Codified Ordinances of the City of Lakewood, now reading as follows: 353.04 APPLICATION OF PARKING METER PROVISIONS. The provisions of Sections 355.02, 355.04, 355.06, 355.07, 355.08, 355.10 and 355.11 shall be applicable to off-street parking areas. shall be and the same is hereby amended to read as follows: 353.04 APPLICATION OF PARKING METER PROVISIONS The provisions of Sections 355.02, 355.04, 355.06, 355.07 355.08, 355,10, 355.11 and 355.13 shall be applicable to off-street parking areas. Section 2, That new Section 355.13 of the Traffic Code of the Codi- fied Ordinances of the City of Lakewood shall be and the same is hereby enact,- ed to read as follows: 355.13 EXCEPTIONS Motor vehicles bearing license plates issued pursuant to Ohio Revised Code Section 4503,41(Plates red, white and blue in color and ii~scdbed with the word "Veteran" and imprinted with the international wheelchair symbol)and motor vehicles bearing license plates issued pursuant to Ohio Revised Code Section 4503.46 (inscribed with the words "FORMER POW") shall be ~er- mitred to be parked in parking meter spaces without charge, while operated by or for the transport of such veterans. Section 3, It is found and determined that all formal actions of this Council concerning and relating to the passage of this ordinance were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any o~ its committees that resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements includ- ing Section 121,22 of the OhiQ Revised Code.
