ORDINANCE NO. 6-82 <br /> <br />BY: Brown, Chinnock, Gallagher, Graham, <br /> McBride, salmon, Wendling <br /> <br />AN EMERGENCY ORDINA~CE authorizing the MaYor andl the Finance Directo? to en~ter <br />into a contraCt with Coyne-Kangesser Parking InC. of cleveland, Ohio <br />to operate the Municipal North Parking Garage and declaring an <br />emergency. <br />WHEREAS, the Director of Public Works of the City Of Lakewood has <br />accepted bidS for the private operation of the North Municipal Parking <br />Garage al~d, <br /> WHEREAS, it has been determined by the Director of Finance and the Finance <br /> Committee that substantial savings can be had by allowing the lowest and <br /> best bidder to operate said parking garage and, <br /> WHEREAS, this ordinance constitutes an emergency measure providing for <br /> the immediate preservation of the public peace, property, health and <br /> safety and for the usual dailY operation of municipal departments, and <br /> WHEREAS, the Finance Committee has determined tha~ Coyne-Kangesser represents <br /> the lowest and best bid for the City of Lakewood~ now, therefore, <br /> <br />BE iT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: <br />Section 1. The Mayor and the Director of Finance are hereby authorized <br />to enter into an agreement with Coyne-Kangesser Parking Inc. of Cleveland <br />Ohio to operate the North Municipal Parking Garage. Said contract will be <br />in substantial conformance with the proposal received by the Director of <br />Public Works. <br /> Section 2. That the sum of $57,800.00 now is hereby appropriated for the <br /> purpose of making payment to Coyne-Kangesser as the contract so directs. <br /> Section 3. It is found and determined that all formal actions of this <br /> Council concerning and relating to the passage of this ordinance were <br /> adopted in an open meeting of this Council, and that all such deliberations <br /> of this Council and of any of its committees that resulted in such formal-- <br /> action, were in meetings open to the public, in compliance with all legal <br /> requirements including Section 121.22 of the Ohio Revised Code. <br /> Section 4. That this ordinance is hereby declared to be an emergency <br /> measure for the reasons stated in the preamble hereof and provided it <br /> receives the affirmative vote of two-third of all members elected to <br /> Council, it shall take effect and be in force immediately upon its <br /> adoption and approval by the Mayor; otherwise, it shall take effect and <br /> be in force after the earliest period allowed by law. <br /> ~'/P"residen <br /> <br /> <br />
