Ail encumbrances from prior fiscal year shall be put on a carry forward basis. Section 9. That the Director of Finance be and is hereby authorized to draw checks upon the City depositories for the amounts appropriated in this ordinance whenever claims are presented properly approved by the head of the department for which the indebtedness is incurred, provided the President of Council shall approve all claims of the City Council. Section 10. In accordance with Article III~ Section 14 of the Charter of the City of Lakewood, Counczl hereby determznes that the manner of giving notice of the passage of this ordinance is to be by posting copies hereof for a period of not less than fifteen (15) days, in not less than five (5) of the most public places in the City, which places have been determined by Council in Ordinance No. 55-59. Section i1. That this ordinance is hereby declared to be an emergency measure for the reasons stated in the preamble, and provided it receives the affirma- tive vote of two-thirds (2/3) of all members elected to Council, it shall take effect and be in force immediately upon its adoption and approval by the Mayor, and Ordinance No. 115-81 and all other ordinances or parts of ordinances inconsistent herewith are hereby repealed.
