Ail encumbrances from prior fiscal year shall be put on a carry <br />forward basis. <br /> <br />Section 9. That the Director of Finance be and is hereby authorized to draw <br />checks upon the City depositories for the amounts appropriated in this <br />ordinance whenever claims are presented properly approved by the head of <br />the department for which the indebtedness is incurred, provided the <br />President of Council shall approve all claims of the City Council. <br /> <br />Section 10. In accordance with Article III~ Section 14 of the Charter of <br />the City of Lakewood, Counczl hereby determznes that the manner of giving <br />notice of the passage of this ordinance is to be by posting copies hereof <br />for a period of not less than fifteen (15) days, in not less than five (5) <br />of the most public places in the City, which places have been determined by <br />Council in Ordinance No. 55-59. <br /> <br />Section i1. That this ordinance is hereby declared to be an emergency measure <br />for the reasons stated in the preamble, and provided it receives the affirma- <br />tive vote of two-thirds (2/3) of all members elected to Council, it shall <br />take effect and be in force immediately upon its adoption and approval <br />by the Mayor, and Ordinance No. 115-81 and all other ordinances or parts of <br />ordinances inconsistent herewith are hereby repealed. <br /> <br />President <br /> <br /> <br />
