Section 9. That the Director of Public Works be and he is <br />hereby authorized and directed as soon as the funds therefor are avail- <br />able to make and execute a contract for said improvement with the lowest <br />and best bidder after advertising according to law. <br /> <br /> Section 10. That the Clerk of this Council be and she is <br />hereby directed to deliver to the Auditor of Cuyahoga County a certified <br />copy of this ordinance within fifteen (15) days following its passage. <br /> <br /> Section 11. It is. found and determined that all formal ac- <br />tions of this Council concerning and relating to the passage of this <br />ordinance were adopted in an open meeting of this Council, and that all <br />such deliberations of this Council and of any of its committees that <br />resulted in such formal action, were in meetings open to the public, in <br />compliance with all legal requirements including Section 121.22 of the <br />Ohio Revised Code. <br /> <br /> Section 12.
