<br />ORDINANCE NO, 15-83 <br /> <br />BY, Brown, Chinnock, Gallagher, Graham, <br />McBride, Salmon, Wendling <br /> <br />AN EMERGENCY ORDINANCE to Amend Paragraph (b) of Section 913.06 <br />and add Paragraph (c) to Section 913.09 of the Streets and Public Services Code of <br />the Codified Ordinances of the City of Lakewood, relating to regulations of the use <br />of municipal and private sewers and drains and the disçharge of waters and wastes <br />into the public sewer system. . <br /> <br />WHEREAS, this Ordinance constitutes an emergency measure providing <br />for the usual daily operation of a municipal department; now, therefore; <br /> <br />OF OHIO: <br /> <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE <br /> <br />Section 1. That Section 913.06 of the Streets and Public Services <br />Code of the Codified Ordinances of the City of Lakewood now reading as follows: <br /> <br />913.06 USE OF MUNICIPAL SEWERS <br />(a) <br /> <br />¡b) Storm water and all other unpolluted drainage shall be <br />discharged to such sewers as are specifically designated <br />as storm sewers, or to a natural outlet approved by the <br />City Engineer. Industrial cooling water or unpolluted <br />process waters shall be discharged, on approval of the <br />City Engineer to a storm sewer or natural outlet. <br /> <br />shall be and the same is hereby amended to read as follows: <br /> <br />913.06 USE OF MUNICIPAL SEWERS <br />(a) <br /> <br />(b) Storm water and all other unpolluted drainage shall be <br />discharged to such sewers as are specifically designated <br />as"storm sewers or to a natural outlet approved by the <br />the City Engineer or by means of overland flow provided <br />a nuisance to adjacent property does not occur and it <br />is approved by the City Engineer. Industrial cooling <br />water or unpolluted process waters shall be discharged, <br />on approval of the City Engineer to a storm sewer or <br />natural outlet. <br /> <br />Section 2. That Section 913.09 of the Streets and Public Services <br />Code of the Codified Ordinances of the City of Lakewood now reading as follows: <br /> <br />913.09 LIABILITY <br /> <br />fa} Each user or owner shall be responsible for maintái.ning <br />and cleaning his sewer connection from the house to the <br />street right-of-way boundary. The City shall not be <br />liable for any stoppages in the sewers. Each user <br />should provide a suitable back water valve to prevent <br />flooding of basements in the event of sewer stoppage. <br /> <br />(b) Any sewer connection that is abandoned for non-use or <br />found not to meet all requirements of Section 913.05, <br />subd. 5, shall be disconnected and plugged at the <br />
