A~l encumbrances from prior fiscal year shall be put on a carry forward basis. Section 9. All revenues projected and budgeted are reflected in the proposed budget document. Section 10. That the Director of Finance be and is hereby authorized to draw checks upon the City depositories for the amounts appropriated in this ordinance whenever claims are presented properly approved by the head of the department for which the indebtedness is incurred, provided the President of Council shall approve all claims of the City Council. Section 11. In accordance with Article III, Section 14 of the Charter of the City of Lakewood, Council hereby determines that the manner of giving notice of the passage of this ordinance is to be by posting copies hereof for a period of not less than fifteen (151 days, in not less than five (5) of the most public places in the City, which places have been determined by Council in Ordinance No. 55-59. Section 12. It is found and determined that all formal actions of this Council concerning and relating to.the passage of this ordinance were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any of its committee that resulted in such formal action, were in meet- tings open to the public, in compliance with all legal requirements including Section 121.22 of the Ohio R~vised Code.
